At 11:15 AM US Eastern on 10/11/2023, we observed profiles who should have received an email containing Magento 1 and Magento 2 coupons from a Flow were being skipped. The root cause of the issue has been identified and resolved as of 9:21 AM US Eastern on 10/17/2023. Profiles are now receiving Magento coupons from Flow messages.
