LiveKit: Elevated error rates in Germany data center

We've observed elevated error rates during connection in our Germany region. This caused some rooms in the EU region to reject connections from 6:35am to 9:05am. This issue has been resolved. We will implement additional monitoring and recovery mechanisms to prevent similar issues from occurring moving forward.
