The US-East region appears to have no other ongoing stability issues, so we're marking this as resolved (again). Next steps: We are awaiting a reason for outage from our datacenter provider. When we have this information, we will update this with a postmortem containing steps we plan to take to mitigate these kinds of failures better in the future, along with why this minor outage happened.
