CircleCI change history: Delays starting Docker jobs

CircleCI reported a major Docker Jobs incident from 2026-06-23 18:34 UTC to 2026-06-23 19:58 UTC (1 h 23 min), with jobs queuing or stuck in "preparing environment." A fix restored normal starts while the backlog cleared; the postmortem identified a single Docker job cluster operating below expected performance.
