Render: Stuck deploys for scaled down free tier web services

Between 10:21am and 7:52pm Pacific Time, some deploys of free tier web services got stuck after the build finished but before the service was updated to use the new build. This affected web services that were scaled down at the time of the deploy. We have fixed the bug that caused this issue, and most of the stuck deploys have now been able to complete successfully. If you still have a service with a stuck build, please trigger a new deploy.
